SOUTHFIELD, Mich. (WJBK) - A new state law gives emergency financial managers incredible power. In one West Michigan city, that power is on full display.
When the emergency financial manager took over in Benton Harbor, one of his first moves was to strip control from the mayor and city commission. That move is causing some outrage.
The man who made that decision was Joe Harris. You may remember him as the former chief financial officer of Detroit.
Now, he and he alone is in charge of the books in Benton Harbor. He recently joined FOX 2's Huel Perkins for a one-on-one interview.
