DETROIT (WJBK) - City officials are negotiating with Detroit's 21 unions and 48 bargaining units, as time runs out on Mayor Dave Bing's deadline for deals to be reached on health, pension and other concessions.

Bing set Tuesday as the deadline to strike a deal that will hopefully help the city avoid going deeper into debt.

A review team is meeting with Detroit officials to check the books and determine if a financial emergency does indeed exist. The team is expected to report back to Governor Rick Snyder with their findings by the end of February, at which time Snyder is expected to decide on whether an emergency manager is needed.
