(WJBK) - It may have seemed like a joke, but when an actual clown showed up at the Shelby Township Board meeting Tuesday night, she was there to send a serious message.
Someone hired her as a symbolic protest of the board's new decorum rules. Fox 2's Andrea Isom has the story.
