Ex-Highland Park manager in hot water again

HIGHLAND PARK, Mich. (AP) -

The former emergency manager in Highland Park is facing criminal charges again after the Michigan appeals court reversed a lower court and reinstated the case.

Arthur Blackwell II is accused of taking $264,000 in unauthorized payments and refusing to turn over records. A Wayne County judge dismissed the case in 2011, but the appeals court says there's enough evidence to hold a trial.

Blackwell insists most payments were proper, although a jury in a civil trial last year said he had violated his duties.

In 2005, Gov. Jennifer Granholm appointed Blackwell to oversee Highland Park's finances. Highland Park is a small city surrounded by Detroit.

Blackwell says he told state officials that he couldn't do the job for just $1 a year.
