General Motors CEO Dan Akerson says he's working to wipe out fiefdoms that remain in the company and to bring its culture into the 21st Century.

Akerson told employees during a meeting Thursday that GM has made progress in shrinking its bureaucracy. But he urged workers to be leaders and fix problems rather than wait to be told what to do.

The CEO says he's confident GM will fix its money-losing European operations and its stock price will rise.

Akerson met with employees in person and by conference call after a series of high-profile management changes and a 41-percent fall in second-quarter earnings.

A participant on the call allowed an Associated Press reporter to listen.
