Last July, hundreds of people sat on a plane at O'Hare for more than 2 hours, going nowhere. This week, Virgin America paid for it.
The Department of Transportation fined Virgin Airlines $55,000 for keeping passengers on the plane, without telling them they had the right to get off.
These kinds of tarmac delay fines are rare, though. Only 3 other airlines were fined for violating the rules.
