DETROIT (WJBK) -- Kwame Kilpatrick was caught on surveillance at a Macomb County Walmart receiving a $2,000 wire transfer.  It's a transaction he failed to report to his parole officer.  Now Detroit's ex-mayor is essentially under house arrest.

Michigan Department of Corrections officers arrived at the home of his mother, Carolyn Cheeks Kilpatrick, before sunset Thursday.  They fitted Kilpatrick a global positioning tether system.  It will track his every move 24 hours a day, seven days a week.

Fox 2's M.L. Elrick broke the story with video revealing Kilpatrick getting cash at a Walmart in Chesterfield Township in December.  He collected $2,000 from a wire transaction, a transfer he received from Pastor Corey Brooks of the New Beginning Church in Chicago.  Kilpatrick promptly wired about $1,100 to Texas where his family lives and pocketed more than $800.

Kilpatrick is on parole for his obstruction of justice conviction.  He is required to report any and all income.  He still owes $800,000 to the City of Detroit.

Russ Marlan from the Michigan Department of Corrections said the state officers executed an order with the GPS tether.  Kilpatrick is now allowed only to go to court with his attorney and if he has a scheduled speaking engagement or other appearance, he must obtain pre-approval from the state in order to attend the event.

Marlan said the problem is that Kilpatrick reported making nothing, zero dollars, during the month of December, but the video reveals he picked up $2,000 cash during December, a possible parole violation.

Kilpatrick's legal team assisted him at his mother's house as the GPS tether was installed.

"I really can't get into anything.  He's cooperating 100 percent.  He's going to, and he's going to make sure all of that which is required he's going to do," said Kilpatrick attorney Todd Flood.
