Newark Police have arrested 32-year old Rafig Gurbanzada of Newark, Delaware and charged him with Reckless Endangering and Endangering the Welfare of Child.

On April 9, two people observed a crying child in a car parked on South College Avenue.  They saw the child visibly upset and banging on the windows.  The car was locked and a window was opened just a crack.  Police were called after the passer-by had the child unlock the door.

Police were on the scene when Gurbanzada arrived at the vehicle at 1:50pm.   Police then learned that the child had been locked in the car since 12:15pm while he was attending a class at the University of Delaware.

The child, who is 3-years old, was treated on the scene and determined to have no injuries.

The Delaware Division of Family Services was contacted and coordinated the release of the child to their mother.

Gurbanzada was charged and arraigned. He was released on $2,000 bail.
