MOUNT HOLLY, N.J. -

Neighbors in the Mount Holly community where an army major and his wife call home were shocked to hear of allegations the couple severely abused their children over several years.

State investigators accuse U.S. Army Major John Jackson and his wife, Carolyn, of a cruel behavioral training program for their adoptive kids.

Investigators went door-to-door in the Mount Holly neighborhood Tuesday where the couple has a home.

In a 17-count indictment, the couple is accused of abusing their adoptive and three biological children from 2005 to 2010.

According to the indictment, the couple allegedly hit their children hard enough to cause "broken bones." Water and food was "withheld" and, in some cases, the couple allegedly forced their kids to consume "red pepper flakes, hot sauce and a raw onion," according to the indictment.

The alleged abuse happened when the family lived at the Picatinny Arsenal Army Installation in Morris County, where Jackson works to develop new military ammunition.

Neighbors describe the Jackson family as being deeply religious, and say they moved in more than a year ago.

A blog was recently created to rally support for the couple when their children were taken into state custody, following the 2008 death of one of their adoptive children. The couple was not charged in the death, but they were charged with assaulting the child and withholding medical treatment.

The Jacksons surrendered to authorities earlier Tuesday.

A spokesman for the Picatinny Arsenal told FOX 29 it is cooperating with investigators. The Jackson's children have been placed back into the custody of the state.

The couple is scheduled to appear in court Thursday.
