House OKs bill barring OHV enforcement on fed land

PHOENIX (AP) - The Arizona House has passed a bill that bars state and local law enforcement officers from enforcing off-highway vehicle laws on closed federal lands.

The 34-25 vote on Tuesday sends the bill back to the Senate for a final vote.

House Bill 2551 is a response to the U.S. Forest Service closing roads and trails. It makes state OHV laws unenforceable in those areas. County sheriffs normally enforce state laws in those areas under agreements with the federal government.

The bill started as a proposal to study the release of financial records to the government but was amended in the Senate by Republican Sen. Chester Crandell of Heber. Crandell says the enforcement ban is a response to the federal government closing those roads.
