Among those wanting an explanation, is the Philadelphia City Council.
They have formed an investigative committee to look into just what happened, and how to prevent something like this from happening again.
Councilman Jim Kenney joined Karen Hepp and Dawn Timmeney on "Good Day Philadelphia" Tuesday morning with more.
He says that the problem has a lot to do with money, suggesting that "if you don't follow the rules on the financial end, you're not following the rules on site."
Join FOX 29's Mike Jerrick and the Good Day Philadelphia team for a tasty night of yummy treats benefiting local youth.
