A 21 year old man was shot in the shoulder. He's in stable condition at Temple.

An eyewitness describes the scene as shots rang out. The neighborhood was full of children when she heard the gunshots.

"Someone came around the corner and said they're shooting.. and then soon as they said that I heard it. My instinct was to just run," said Minerva Osorio-Noble, a Neighbor.

Witnesses say the shooting may have started as some innocent roughhousing before someone got hurt and then escalated into gunfire.

Police are right now looking at some surveillance video. They tell FOX 29 that both gunman were last seen in a red or gold vehicle heading west on Tioga.
