Police Investigate Suspected Child Neglect

PHILADELPHIA -

Inside a North Philadelphia home, police make a horrific discovery.

"I think it's pretty sick," remarks a neighbor.

Two children, a 17-month-old and a 3-years-old, found malnourished.

"I feel bad for the babies," says a neighbor.

The Department of Human Services (DHS) tells us it got a call to check on the York Street home Sunday morning. Our cameras caught investigators coming in and out of the home, wearing protective suits and carrying bags of evidence.

"I don't know what goes on inside the home... I never saw the children," says the neighbor.

Police are now investigating the case as child abuse.

"They ain't neglected in no type of way," says a friend of the family.

We tried asking a man leaving the home about what happened.

"I wouldn't give you any information," he says.

Timothy Fontaine tells us he is the family's minister.

"The kids are beautiful. They are blessed. A lot of false accusations going on; an anonymous phone call that doesn't make sense," remarks Fontaine.

Police describe the one-year-old as weighing 13 pounds when she was brought to Saint Christopher's Hospital for children.

"She's a premature child with issues already," says Fontaine.

Both parents were questioned by detectives with the Special Victims Unit. But they were let go.

"Family is good people. They love their children to death," says Fontaine.
