Another officer spotted the vehicle and Klusmann was responding to that when he wrecked. Officer Klusmann was deceased at the scene.
The alleged driver, Gregory Lee Harvey Jr., turned himself into authorities on Saturday afternoon.
Police have charged Harvey, of Stone Mountain, with felony murder, reckless driving and theft by receiving a stolen vehicle.
Harvey had little to say as a magistrate read charges against him on Monday afternoon.
FOX 5's Darryl Carver reports that Harvey was awaiting trial as part of a federal corruption probe. He was one of several people charged in February as part of a federal probe into police corruption in metro Atlanta. Several law enforcement officers were arrested in that same investigation
According to court documents, Harvey allegedly claimed to be a DeKalb County corrections officer and promised to offer protection to drug dealers attempting to sell cocaine.
Harvey was out on bond and under pretrial supervisor when he allegedly ran from Klusmann. He is now being held at DeKalb County Jail without bond.
