Could storm-battered NJ town be raised 10 feet?

In October 2012, Superstorm Sandy flooded Highlands, N.J., a small borough near Sandy Hook in Monmouth County, nearly destroying the downtown area. Many residences and businesses were severely damaged.

The mayor is weighing a plan to raise part of the community by 10 feet -- not just the buildings, but the actually streets, sidewalks, and more -- in an effort to protect the town from a future storm.

But many are skeptical of such a project because of the cost and time it would require.
