Phoenix police make arrest in 1997 murder case

Phoenix police say they've cracked a cold case from more than 15 years ago. There's been an arrest in a north Phoenix homicide.

The victim's teenage daughter is now speaking about the father she never got to meet.

20-year-old Victor Moreno was killed in the spring of 1997. His girlfriend was pregnant with his child at the time of the murder.

"To be able to not tell my daughter what actually went on or who did it has been very difficult," says Angela Lara.

"I go every day thinking about him cause I never got to meet him, he never got to meet me, it hurts. It's painful," says Gabby Moreno.

37-year-old Randall Larson was booked on charges of first degree murder. Victor's girlfriend always suspected the killer was in her boyfriend's circle of friends.

"I wasn't too surprised, but in a way I was, because what kind of friend would do that to someone," says Lara.

"That someone could do that and live on knowing that they did it," says Gabby. "There's no words to describe."

Larson was already in custody for a different homicide from a decade ago. Moreno's body was found in north Phoenix back in 1997.

Investigators recently used forensic evidence to link Larson to the murder.

"It's shocking sometimes to have to relive something like this especially if you're a member of the victim's family or friend of the victim," says Det. Clark Schwartzkopf, Phoenix Police.

Victor's loved ones think of him every day. They gave up on finding the killer years ago.

"A very loving person he couldn't wait to be able to hold his daughter," says Lara.

They're grateful Phoenix Police have a suspect in jail, so justice may be done. His loved ones say he will live on.

"Well if you can't tell she looks just like him."

Investigators say they pieced together a timeline of events from Moreno's murder in April 1997. That helped them track down forensic evidence leading them to Larson.

Larson is behind bars for a separate murder in Phoenix from 2003.
