WARREN, Mich. (WJBK) -

Rhonda King's brother, Jack Jackson, died of a heroin overdose.

King says he was with two men at the time who dumped and left his body at Nine Mile Road and Groesbeck Highway in Warren. A father and son have since been charged with a misdemeanor, a charge King does not agree with.

She tells Fox 2's Randy Wimbley she once received a misdemeanor charge for littering, after throwing a cigarette out her car window.

King says her brother's body was on the streets for two days.

Wimbley contacted the Warren Police Department who would not talk with us on camera, but he spoke with the officer who led the investigation. The officer says, after investigating, only one logical charge was able to be recommended: Removing a Body without a Medical Examiner's Permission.

That's what David Elias was charged with, as well as heroin possession. He is serving six months in jail.

King says, "He was caught with two packs of heroin. Two packs of heroin - each one's a felony. You're going to sit here and tell me drugs overrule dumping a body?"

King wants the police department to reopen the investigation.
