But Guzman's arrest is raising some serious questions. One of which, is this the real El Chapo? The other is how were police able to arrest him without a single shot being fired. We talked with a filmmaker whose new document hopes to answer some of those questions.

PHOENIX -

There are new developments surrounding a report that exposed thousands of reports of child abuse that were never investigated by Child Protective Services.

Now protesters are gathering at the Governor's office, pressuring Jan Brewer to fix the system.

On Monday, about two dozen people with Citizens for a Better Arizona crowded into the Governor's office lobby at the State Capitol with a report card on how she's handled the CPS crisis.

The CPS crisis escalated when it was revealed last week that more than 6,000 child abuse cases were never investigated by the state agency.

Taking much of the heat, Department of Economic Security Director Clarence Carter.

"To fire D.E.S. Director Carter.. he has lost the confidence of Arizona and should have a lot of the confidence of the governor," said Beto Soto.

The group demanded to see Gov. Brewer.  Eventually, the governor's Director of Communications, Andrew Wilder came out to meet them.  He was peppered with demands to fire Carter.

"How many cases do you have to have of uninvestigated child abuse crimes to lose your job?  We're just curious.  This is about leadership.  We want to know what that number is.  8,000? 9,000? 10,000? 15,000? What is it?" asked Randy Parraz.

Wilder told the group Director Carter will have the plan to fix the CPS mess to the oversight committee by the end of the day and that thousands of mishandled abuse reports are a priority for the governor.

"That's inexcusable to the governor and she's making sure that it be fully investigated so ultimately proper accountability will be given," said Wilder.

Wilder told FOX 10 the plan on how Director Carter wants to fix CPS was due to the oversight committee by close of business Monday.
