Watch: Governor Snyder's State of the State Address

LANSING, Mich. (AP) -- Michigan Gov. Rick Snyder delivered his fourth annual State of the State speech in Lansing Thursday at 7 p.m.

Here are five things to know about his address:

1. IMMIGRATION
 
Snyder proposes growing Michigan's economy by attracting talented legal immigrants. He will sign an executive order creating the Michigan Office of New Americans and has asked the federal government to approve Michigan's application to become only the second state in the country with a state-sponsored EB-5 regional visa center to attract foreign investment.
 
2. EDUCATION
 
Snyder wants to end a waiting list so disadvantaged 4-year-olds can attend preschool, start a voluntary program for schools to extend classes year-round, come up with a uniform definition of truancy to more effectively track and combat absenteeism in schools, implement a statewide teacher evaluation system, and make changes so state officials can detect financial problems in schools and local governments earlier.
 
3. PUBLIC SAFETY
 
One success highlighted by Snyder is the results of the state targeting crime in four cities. He said violent crime in the first 10 months of 2013 is down 30 percent in Flint, 16 percent in Saginaw, 7 percent in Detroit and 6.5 percent in Pontiac.
 
4. NO-WAIT STATE
 
Snyder calls for making Michigan a "no-wait" state so all seniors qualifying for home-delivered meals and in-home services are helped and don't face a backlog.
 
5. TAX RELIEF
 
Snyder confirms that in his budget proposal in three weeks, he will recommend some tax relief for "hard-working families." No details were released.
