Teen's Mom Reacts To Police Video, Officer On Desk Duty

The mother of a teenager injured during an incident with Philadelphia police is responding after she witnessed video of the confrontation.

We were the first ones to show the mother this video.

The police commissioner says it was released so the public can decide what happened at 15th Street and Girard Avenue.

But the mother of the injured teen says it shows officers went way too far.

"He just turned 16 New Year's Eve. And this is how he got to spend his New Year coming in? Being assaulted by the Philadelphia Police Department?" Ikea Coney said.

She could hardly contain her emotions as she watched surveillance video of a police struggle involving her son, Darrin Manning.

She was beside herself as we showed her the video for the first time.

"He was scared! Looking at that, I'm scared," she said.

The video – recorded on an automatic rotating camera at 15th and Girard – shows her son running across the street with friends just before a police wagon drives by.

When the camera comes back around, it finds Manning physically involved with an officer.

"He didn't do anything," his mother said. "He didn't have nothing on him."

The tussle continues for some time even as more officers and passersby show up.

Coney says at one point a female officer grabbed her son's genitals so tight that one of his testicles ruptured, requiring emergency surgery and a lot of time confined to a wheelchair.

"Would you want someone to grab your private area?" Coney asked. "That's not how you treat people. You took an oath to take care of us, not to harm us."

The mother added, "I want her to pay for what she's done to my child. That's what I want. Not just her, all of them, 'cause they were wrong."

Philadelphia Police Commissioner Charles Ramsey, at a news conference held to release the video Friday, said, "We want to know what happened."

Ramsey released the video to aide an internal affairs investigation.

"We're doing what we can in order to try to find out and piece together what took place," Ramsey said.

Police want to talk to witnesses and the driver of a white car on the left, among others, but most importantly, Ramsey said, "The person we really need to talk to is the kid – I mean the young man."

The family says that won't happen until the simple assault, reckless endangerment and resisting arrest charges are dropped.

"They want to speak to me, they speak to me through my lawyer. And that's how we're just going to handle that," Coney said.

The video does not show what started this incident. Police say they are looking for more surveillance.
