Duggan: Homeowners to see lower property taxes by summer

The vast majority of Detroiters will see their property tax bills drop between 5 to 20 percent.

"There isn't any doubt the assessments in this town have been a source of great anger to a lot of Detroiters, and in the worst case they have forced people from their homes," said Mayor Mike Duggan.

In a matter of weeks homeowners will receive a change of assessment form detailing how much their taxes will drop.

"You will get your actual summer tax bill in June and you'll pay it in July and August, and that's when the savings will kick in," Duggan explained.

After reviewing thousands of properties and home sales over two years, the city found most Detroiters were over assessed. Nearly the entire northwest side was over assessed by at least 20 percent.

Austin Black from City Living Detroit says the fairer assessments could lure more homebuyers to Detroit.

"It's important to begin reducing the barriers to live in the city to get more people to live in the city," Black says.

Homes west of Livernois Avenue will see the higher end of that 5 to 20 percent scale, while Detroit's more prominent neighborhoods will see cuts on the lower end.

The city says it will lose about 15 million dollars in tax revenue this year and the assessment changes are on par with that estimate. Mayor Duggan says the plan was in the works before he took office and City Council pushed hard for it.

"You've also long heard that a change is coming, the change is here. The change is here and I say to Detroit residents: Hold on. Don't go any place. Stay right here. This city has changed. This city is changing," says Council president Brenda Jones.

And the city of Detroit will conduct individual assessments of homes over the next three to five years for more accurate evaluations.
