Some lag in enforcement of icy sidewalk law

Department of Sanitation workers on Friday used bulldozers and shovels to clear away leftover snow and ice.

New York City law requires private store owners and homeowners do the same for their properties. They must clear snow and ice off sidewalks in front of their buildings four hours after a storm has stopped. Friday's storm was declared over at 9 a.m. By 1 p.m. Store owners were eligible for a summons.

At a clothing store on the Upper East Side, most of the sidewalk had been icy for much of the week. On Friday the corporate manager hired a work crew to clear away the ice.

A dry cleaner and a barber on 50th Street and 1st Avenue shoveled icy slush off the sidewalk in front of their stores all the way to the bus top.

Up the block in front of a town house, a hired maintenance worker was busy trying to salt away the ice.

New York City's 311 operators say the Sanitation Department is not accepting icy sidewalk complaints until Friday night to allow owners time to clear off their sidewalks.

Another reason no summons were given is because supervisors, who normally give out the tickets, are busy supervising snow removal. The city cut back on sanitation supervisors during the Bloomberg administration, so there aren't enough supervisors to give out tickets. The Sanitation Department does not deny this but says it has been taking complaints from 311 since 1 p.m.
