WAUKEGAN, Ill. (Sun-Times Media Wire) -

A Zion man is facing felony charges after he entered a Secretary of State's office Wednesday morning and announced, "everyone inside [is] going to die," a statement from the Waukegan Police Department said.

Jose Gerardo Avila-Ramirez, 25, is being held on $200,000 bond and is facing felony charges for disorderly conduct and unlawful restraint, police said.

Ramirez entered the Secretary of State's office in north suburban Waukegan at 9:47 a.m. wearing a backpack and yelled that "everyone inside was going to die," police said. He then placed a box and backpack on top of a counter inside the building, police added.

Two minutes later, people inside the building began fleeing, police said. Fire and police officials later determined neither the box nor backpack contained explosives, but personal belongings, the statement said.

Ramirez was arrested without incident and later told authorities he was upset because he was denied entry into the Obama Administration and the armed forces. He also added he was upset because he had a suspended driver's license, police said.

Ramirez is scheduled to appear in court on April 4 at the Lake County Courthouse.
