CITY OF DETROIT -  
Heavy rain and flooding caused a dilapidated unoccupied house to collapse on top of a neighbor's residence on Detroit's westside.

"I heard it cracking and I went to look out the window,," said Montia Allison, who lives next to the house. "And I was hoping that their car wasn't in the driveway."

But it was.

Many neighbors say that the house, which was neglected, was in bad shape and should have been taken down by the city of Detroit years ago and not the storm.

Carmen, a neighbor, said that she has lived next door for five years, never saw anyone living there and feared it would fall on her or her two kids.

While Fox 2 was at the scene, a member of the Detroit Housing and Building Department showed up. He said that it is an emergency demolition as of June of this year.

But it never got taken down. He said the city will remove the house, but the question neighbors have, is when.

Carmen, whose house and car were damaged from the collapse, said she doesn't have insurance for her house or car.
